Can somebody explain this to me? I used to think dead and killed went hand in hand but I dunno maybe they have a zombie problem in Chicago.

Not a construct I generally see. It's possible they're reporting that 30 people were killed directly, and an additional eight died as a result of secondary causes related to the violence. Still a bit confusing.
The real trouble is that TV news isn't targeted at smart, logical people such as yourself. They're aiming for a demographic who don't question, only consume.

I'm not sure what that is referring to (the context) but it does suggest what Rapid Cyclist said, otherwise it's likely just a mistake.
