Well the two of you combined got it right.

Hat stretchers like these were first made in wood, and later, with the advent of the industrial age, electrified. A damp hat was put on the head-shaped aluminum form that would warm and stretch it to the desired size, the large handle spreading the two halves of the form to stretch the hat. Then it would be left to dry, with electric heat accelerating the process.
