I don't. :P I use GIMP (akin to Photoshop, but free and open source) on Linux (it's also freely available on other platforms) or perhaps a command to get it done quickly in bulk.

Back when I was on Windows, I used Microsoft Paint. If you're on Windows and have access to Paint, it's very easy to resize (even rescale) an image. I can't remember how you do it, but check out the menus at the top of the Paint window; I think there's a resize option.

PS.
If possible, a simple online resizer which doesn't demand things like Flash or Java would be the best bet, IMO, regarding security.
