I am unclear after reading their publication - it is NOT possible to get SSI until you get citizenship - right?

That's generally correct:
"To get SSI, you must live in the United States or the Northern Mariana Islands and be a U.S. citizen or national." http://www.ssa.gov/pubs/11000.html Some very specialized groups of noncitizens may be eligible: http://www.ssa.gov/pubs/11051.html
