I can handle UGH, it's in the dictionary meh isn't a word, and I'm still confused... does it mean the person using it doesn't care, or the person it's being said to is being told they don't care?

Heh, you're welcome! I like 'meh' just cause 'ugh' sounds like your distressed, and 'gr' sounds like your mad. 'Meh' is just more of an overall 'whatever'.

Meh came from the Simpsons... One of the best examples is when Homer & Marge decided to take the kids to the Simpson's Universe equivalent of LeggoLand... Maggie (the baby), was extremely excited about it, but when they asked Lisa & Bart if they wanted to go, they both said, "Meh". So when Homer & Marge tried to get confirmation, they both said, "We said MEH, didn't we?"

It's that kind of 'don't care one way or the other' expression. More 'blah' or 'so-so' than 'Ugh'.

(Yes, as a matter of fact, I have no life. I watch far more television than I should - but at least it's all cartoons.)
