I have a friend that says she "does not remember" doing things, after she has done some criminal things.
Is this a mental health issue, or could this be a Neurological issue?

This person overdosed on Morphine, last June, and had Neurological damage called Encephalopathy; was admitted to ICU for a week in a semi-coma state.

This person has taken cocaine (for years), and abuses prescription drugs, ie. hydrocodone, clonopin, valium....steals drugs, has years of arrests and criminal activity. Years of rehab and counseling and nothing works??

She is (once again), in rehab, and does not have a place to go.

I'm trying to obtain Social Security Disability for her and possibly SSI, for the short term.

Her family will not take her in due to her lying and stealing.

One good thing, she is a VET and could "possibly" obtain VA housing for awhile.

Anyone out there with experience with someone like this???
