do anyone who lives in texas know whether or not the state or federal government offer work programs for people who have been committed in psych hospital before and on SSI medicaid right now?

According to this link, yes. They offer a supported employment program. It's not described well, but there is a contact phone number.

Texas Adult Mental Health Services

Typically these programs will set you up with someone who will review you employment history, if you have one, create a resume, and will work with you to find employment. They will also meet with you at the job site, or elsewhere to see how things are going, and help resolve problems. Good luck!
