My daughters bird likes to snuggle by crawling down into your collar and hang onto your bra or waistband and make little happy chirping sounds lol. Then if I try to get her out she hides under my armpit as if I can't see her. It is not a bad but on odd feeling. Is this normal bird behavior? She is a green cheek conure (like a little parrot- hooked beak)

My caique does this too.

Sometimes he's very busy, but sometimes he snuggles.

Pretty normal for companion birds, some are snugglers. Sometimes it's hormonal, it females could lead to egg laying ( not good). Think of it as nesting behavior.
I have a Cockatoo, when she snuggles she Will for a long time even sleep, when it's hormonal she gets very aggervated, I just remove her from the situation. Hope it helps.
