You need to talk to your doctor and ask your doctor to do their job and make an educated recommendation for you .
Xanax is indicated specifically for anxiety. Gabapentin does not, it may be effective and I've seen it used that way, but it is considered "off label" use. The abuse potential is lower than xanax, but there is abuse potential with it. It just doesn't really make good medical sense to pick gabapentin in this case unless your doctor has seen A LOT of success with it in his patient population. You're better off going the hydroxyzine route if you don't want the risks associated with benzos
I would strongly suggest that you see about increasing your dose of your SSRI or adding daily buspar to your regimen. Your daily medication SHOULD do the heavy lifting to where you're not having anxiety episodes this severe. Alternatively asking for a referral to a psychologist or counselor to teach you CBT which is very effective anxiety treatment.
