This guy from 4 years ago started texting me randomly over the last couple months. I'll reply and I'm always the last person to send a message, I get no reply. Some days I'll text him and no reply. I'm always available and I text back. This person isn't a real friend, more like an associate.

He never invites me places, and turns me down when I tried to invite him to do something.

HOW IS THIS A FRIEND?

Sounds like a lack of balance. Did you ask your T, to specify how they reached 'friend' conclusion?
