I keep a notebook by my bed. It hasn't been used. I dream all the time, but can't remember them when I wake up. Even laying there trying to remember before I get up. Is there any way to try to teach your brain to remember them?

Be careful what you wish for. Dreams are a way of processing stuff. If you're not remembering them, they are working well.

That said, if you really want to do so, I would suggest setting alarms to wake you throughout the night. Interrupted dreams are easier to remember.

Stop thinking that you "need to remember" let it go and let it happen completely naturally without any insistence on wanting or needing it to happen, because you're kind of creating a loop for yourself that makes it harder to remember the actual dream, or I should say you're introducing resistance to something that is pretty effortless naturally. So just let it go. Usually I only remember pieces of my dreams within seconds of waking up, and if I want to hold onto those pieces then I keep thinking about them, sort of replaying them in my mind until I can write it down.

Why do you need to remember them? The entire dream usually is of only 2-3 seconds, so it should be pretty tough to remember.
