This has to do with the way the website's user database is set up. The person in charge of the set or admins can configure the settings to allow this if such a setting actually exists in VBulletin (I think PC uses VBulletin). If it doesn't exist, then the user database has to be re-written to enable such a feature, as well as the necessary HTML, SQL, CSS/CSS3, javascript, etc... . In other words, if such a feature doesn't exist, then it's going to take a fair bit of work.

The only reasons I can come up with are, if you already hugged and thanked the person in a particular thread. Technically, you could keep thanking and hugging the same person's post over and over, however, the forum's settings don't allow for that to happen. The other reason is if you thanked and hugged a lot of people in a short amount of time, PC may (not sure) if it has a sort of anti-spam filter but for thanks and hugs.
