Well physically maybe they have no jurisdiction over the person in another country but Craigslist is a US based website and with that something can be done to enforce it locally. If the dude wants to post something that is on a site based in his country nothing probably could be done but that wouldn't affect her directly.

Before writing off the use of the police for this reason I would at least get the real answer from them first not a pseron on the internet saying "they probably cant' do anything"
