Did they give you paperwork? It looks like in my state if they use this kind of hold that you have a right to a court-appointed attorney and a hearing to get you off the hold entirely if you don't agree to the terms. From what I'm reading about my state (I can't believe I didn't know about this) the social worker would be the person to go to to say you want the attorney and that you want to challenge the terms of the hold. They are only allowed to restrict you to the "least restrictive environment" which is community level monitoring so if you can show you are safe you should be free.
