I'm not familiar with the U. of Phoenix. I've seen their ads on TV. But that's it.

Do they, or does Tulsa CC, have placement services that would be of any help? Have you ever taken a job seeking skills class? If you're applying for 2 jobs a week & getting nothing but 2 crappy interviews, perhaps there are things you're doing that are sabotaging your job search without your realizing it.
I don't know what your work history looks like, or how long you've been out of school. But if you have little or no positive work history, that can certainly be a problem. Not knowing what your field is, or what kinds of jobs you've been applying for, I wonder if it's possible you're simply aiming too high at this point. I don't know what the job market is like either where you are. That, of course, can have a huge impact on your ability to get a job. I'm sorry these suggestions are all just stabs in the dark, so to speak. There's simply too much I don't know about your situation to offer much of anything else.
It would be easy, in your situation, to just give up in despair.

From my perspective, I think it's important to take a critical look at all of the various aspects of your job search situation & see if there are some ways you can improve on what you're doing. A skilled vocational counselor could potentially be helpful in doing that, if you could find one; perhaps either at one of the schools you attended or at your state's employment service office.
