I feel your pain I used to live in Michigan (not a place I thought was tornado friendly when I moved there) and I couldn't believe there weren't any shelters etc. I lived on the top floor of an apartment and had zero protection.
I know that basements aren't usually an option in certain areas of the country due to topography but you would think they would require all buildings to have shelters. Right in the building code.
