I am 21 and stuck with a learners permit because of this issue. I suffered brain damage at birth that affects my vision (very little depth perception and a Visual Spatial Disturbance (can't tell the speed/distance of things coming at me)). If I get boxed in or someone is tailgating I will have a panic attack. I also have no sense of direction (same cause as the above) and driving is a nightmare for me.

I have an appointment to see a psychiatrist at the end of Feb (referral by state agency, to get me out of my dead end job).

Is there anything that could be done to fix this issue? Is it even fixable?

I'm dealing with this and have been for for about three years or more. I don't have problems with my vision though. I get panic attacks when I'm far from home, I won't take the highway anymore because I feel trapped and can't sit in traffic without having an attack. Theres a lot of people that deal with this so I've come to find out. I haven't figured out how to get rid of it yet. I'm just letting you know you're not alone. Hope it gets better for the both of us. I was going to actually post a thread on the subject last Friday, just never got around to it. It affects my life so bad.

If you have defect in your vision which make you vulnerable to VSD and no sense of direction as well as leading you towards panic situation, it highly recommended to fix your eye defect by visiting an ophthalmologist who only knows whether your deficiency can be completely cured by testing your eyes.

I agree that driving anxiety is common. I was able to drive fine until last year. Lane changing is the worst for me - I don't have any physical depth perception issues but I worry about the car in the next lane over changing into the lane I'm merging into. I won't change lanes now unless there is no one parallel in the direction I'm going.
