I've known friends who have popped adderall for rec use, and it makes them bounce off the walls and act crazy and freaks them out and pretty much makes them feel like they are ADD on speed.

Yet how is this supposed to make people with ADD calm down? How can it make normal people act crazy yet makes ADD people feel the opposite?

To my understanding, individuals diagnosed with ADD and ADHD are shown to have low levels of the neurotransmitter, Dopamine.

I'm sure there's information that can answer your question out there, however, I think that the reason why people who aren't ADD or ADHD positive respond differently to stimulants then those who are is because of the different levels of dopamine (and perhaps norepinephrine) found in the individuals. Those who aren't ADD or ADHD positive most likely receive an "over" stimulation of these neurotransmitters, causing them to act in the way which you have described (tweaked out, perhaps?) I apologize if my answer is wrong, whether partially or wholly, hopefully someone more knowledgeable can answer your question and provide more insight.

I was going to provide a link which describes how stimulants work however it seems I do not have the privelage to post a link yet. So, I'd advise you to type in Google "How do stimulants work" and that should provide you with some of the information you seek.
