If I was chatting with someone, and I went way off topic and probably in a creepy way, is that considered an "outburst"?

No, it's exactly as you describe it. You went way off topic, possibly in a creepy way. And that's that.

IMO an "outburst" is when a person loses control of their emotional expression, usually in a way that negatively impacts the person and/or others. For examples, blowing up at their boss at work instead of calmly walking away and filing a formal complaint with HR, or bursting into hysterical sobbing in the middle of an interview about something from their personal life. Also sometimes called "meltdowns".

It would be hard to say from what you said but I don't think it would be an "outburst". I think of an outburst as being pretty aggressive, argumentative and loud.

Ok. So, I still have outbursts at times, and I'm off topic and creepy, which has only started within the last year perhaps. Wow. I hoped that my treatment was improving me, but now perhaps maybe I'm getting worse.
This is going to take some time to digest in order to not go off the deep end.

When I'm manic, I go off topic in weird ways. Sometimes I go on "rants"

I'm not angry at the person I'm talking to, just angry about whatever subject I'm obsessing over. I feel I can make people uncomfortable during these times.
