I see "ratings" of posts on at least one forum, and I don't understand them: who/what does the "rating"?

Whoever clicks the "Rate Thread" button in the blue bar. It's only enabled in certain forums like the one you mentioned.

I'm eccentric enough that I wouldn't expect my favorite threads to interest too many other people. Seeing a high rating on a thread would be as likely to scare me off as to arouse my interest.
