I'm wondering if a thread that was reported and removed can be put back and, if so, what the process is for that.

There is no process for that because if a member reported a thread and it violated the community guidelines, it cannot be put back (as it would still be in violation of the community guidelines).

If an OP requested a thread be removed just because they wanted it removed (for whatever reason) and it didn't violate the community guidelines, the OP of the thread could PM one of the admins or moderators to discuss have the thread returned. But depending on the thread's age or other factors, we may just suggest the OP start a new thread on the same topic...
