I don't know if this helps any but here in the US it takes a license to drive , to be a tradesperson, to own a gun ,there's even more questions and reams of paperwork to adopt a stray cat, but to be a parent anyone drunk or sober or stoned out of there mind can step up to the plate, there are no competency teets for the most important job in the world , raising the next generation .
