This appears to be a very worthwhile, interesting, and important read.

I intend to do it, with a pot of coffee handy, and perhaps will even take notes. I want to give it the time & attention it deserves.

I read Romney's responses. Crib note version: Regarding effect of global warming on climate change we need to wait and see if we can get more scientists to conclude that emissions really aren't having an impact and agree that nothing really needs to be done to address global warming.

No, there isn't a lack of consensus.
The rest of his answers were a variation on the theme of too much regulations are the source of our problems and less regulations will be the solution... because we know that the energy industry really cares about our environment and will be very careful not to cause any harm. And that we will somehow be able to overcome the facts that we have a small percentage of the world's energy supplies but use a large percentage of the. Possible by exploiting our neighbors to the north and south.
In short... we need less federal regulatory powers and to trust those nice people like BP to regulate themselves.
As far as education Romney basically want to bust the unions and gut the education system. Revamping the education system might not be a bad idea but what Romney seems to want to do is to follow the Louisiana and Texas model.
