To get it to look misty you just need a long exposure, the camera needs to be set on a tripod because the camera can't move, and you can set the shutter speed to perhaps 15-30 seconds. The longer the exposure the different effect. This picture though was taken at 15 seconds. The water of course needs to be moving, as the mist is actually caused by the capture of the water moving.

Aaaaaaaah! You won?! That makes me so happy I'm about to cry. I was just wishing today that SOMETHING would go awesomely right for SOMEONE because I'm so sick of hearing about more people dying from cancer and other horribleness. I'm really, really happy for you. Congratulations! You deserve it.
