I have Florida Power & Light and they have some of the lowest rates around! I run my a/c 24/7 at about 74F... but did get several days off from that this "winter"... my electric bill has been under $100 a month since last summer (or so).

Oh bummer. I would call duke and see about getting somebody to assess and give you suggestions. Honestly I think it is probably free or nominal and they might come up with ideas that are low cost or next to nothing. Not sure that I would wait til spring either. I mean why when they could feel drafts while it is cold? 2 years ago the city did a program for low flow toilets for 50 dollars then because the HOA pays the water bill they picked up the 50 dollars and the installation which they got a deal on. I'm not saying you could get the same deal (whether there is an HOA or not) but cities and states do things like that all the time but you don't always hear about it.
