It's called "Toonophilia" and is a fetish that many people have. Some cartoon women and even men are considered sexy by some people for various reasons. It can be as simple as them just being drawn well enough to be attractive to the character and attitude they exhibit.
One of the first cartoon characters considered sexy even by people who really don't care much for cartoons was "Jessica Rabbit" from the film "Who Framed Roger Rabbit". Later on there were similar reactions to "Lola Bunny" from "Space Jam" and so on. Some are attracted to even older characters like "Olive Oyl" from the "Popeye" cartoon series or "Daisy Lou" from "Looney Tunes" or "Daphne" from "Scooby Doo". As a 13 year old I had a crush on "Bo" from the show "Mighty Orbots" and later "Aimee Brightower" from "Galaxy High School" and who can say that "Lady J" or "Scarlette" from "G.I. Joe" isn't sexy or "Cheetara" from "Thundercats" and then, you have to consider "Bulma" and "Android 18" from the "Dragonball Universe", the "Sailor Scouts" from "Sailor Moon" "Naomi Armitage", "Iria", "Priss" from "Bubblegum Crisis", "Ryoko" from "Tenchi Muyo" and countless other characters from tons of modern cartoons and anime of today. There is even an "Erotic Anime Movie Guide". Check out "Lupin The Third's" "Fujiko Mine" or "Kekko Kamen". Also the "Furry Community" is loaded with anime/manga and cartoon characters as well as fan fiction.
Just because someone has a seemingly unusual desire does not mean that they are perverted. We are not talking about G rated, kiddie shows here. Shows like what we are talking about here are mostly directed at a mature audience so, save the judgement for all of the prudes and network censors.

Might be due to the unrealistic proportions of the characters and some of the more taboo things that may occur. Can't really get tentacle porn in real life but seeing a rather busty and young anime girl penetrated by tentacles might get the motor running for people.

Not me. I hate hentai and the tentacle garbage is just that to me but, there are some out there who are into that too. I just don't care for anything having to do with rape. I did mention Kekko Kamen but, that was to make a point that stuff like that is out there as well and some people like that sort of thing but, it doesn't float my boat. I prefer clean animation and art myself and should it take a turn toward anything non vanilla I still prefer no nudity. I guess I'm kind of a square when it comes to stuff like that.
