This morning her social worker told me she advises that I petition for custody of her. This is so scary. I want to do it but is it pathetic that I am completely terrified.

I would be more worried if you weren't terrified. Accepting custody of a child is a big step, especially a child who has been through so much. I would read up on attachment and abused children. I can get some names of books if you want.
