Okay, now my plumbing is backing up again! I've already had to get some of the pipes replaced several years back; it cost me $1000 and that was with getting a discount! Since then, I have had to get them cleaned out every so often at $200-$300 a pop. Last time, it ended up costing over $600, and we still haven't been able to use the washing machine.

It sounds like you might be dealing with roots growing into a drain line, and that used to be a recurring problem here. More recently we have been dealing with removing trees that are either dying or dead and could easily do a lot of damage when they eventually fall. Is there any chance of using a temporary line to drain your washing machine out onto the ground without causing trouble for a neighbor?
