got woke up again at 4 am , screaming cussing, drunk neighbor, 3 cop cars finally came this is the third time this month, neighbor gets drunk threatens ppl with knife screams yells profanity in the wee hours of morning and cops and my wimpy landlord do nothing about it, heck I'm tired. not going to pay rent until something is done, anyone know if have legal right to do this in PA?

I don't know about your legal rights in terms of that. I would doubt you have that right, though; a judge would probably say that if you don't like it there, move. However, you do have a right to have something done about this problematic neighbor. If he's waving a knife around, he should be in jail. If the police aren't doing their jobs, I'd suggest speaking to the police chief. If he won't help, go higher, like the police superintendant. Go higher still, if need be. Get neighbors to rally together. Have them write letters, and post an article in the local newspaper, if necessary. There are several things you can do.

I'm sorry this has been happening to you.

On the news last night, in Kansas City (the biggest city near us), a 40 year old woman was killed. It was in a residential area, but they interviewed one of the neighbors who said they've been having noisy parties with alcohol there for months, and this was a problem just waiting to happen.

It's awful when you live in an apartment and you are subjected to noise you cannot control.

If you want to find out what the laws are in your state, type in Pennsylvania Statutes in an internet search.

I'm sorry you had your sleep disturbed in such an unpleasant manner.

angie, one of the last things that the police force wants is bad publicity.

a letter to the newspaper will certainly light a fire under their butts.

a call to the television station will also do something. the letter will be published and the television station will probably send a reporter down to the station to talk to the chief about your problem.

your landlord doesn't want any negative publicity either. if he does get such publicity, he'll have trouble getting potential renters interested in his property.

i'm sorry that this is happening to you. it happened to me when i lived around the corner from a house that had a father who absolutely let his grown children run wild. it took forever to get cops out there but, a letter to the newspaper, about the police not doing anything, got it done!

Unless you have a clause in your rental agreement that you may withhold payment for such causes.. nope not paying will only get YOU in trouble and cost you more in the long run. Plus it will make you in the wrong, automatically. I suspect you wish to stay in the right, so no one has a complaint about you in this? Fayerody has good suggestions, I do one or two of those myself!

Speak with the Chief of Police...as usually they are appointed. The cops don't usually have that problem, they are hired to do a job and it's difficult to fire them.

thanks everyone for your suggestions and support, our fine city has had to lay men off the police force and fire department cuz city is in debt, as some of you know we live in a house, my landlord is the neighbors landlord, he came over today and left her a note , he's also going to district justice in morning to have her evicted, so things are working out, guess I needed to vent and your the ones I trust
