Oh, I now see the question. Therapy has to be brought to light by the government. Just like there were churches, there are therapists. Even the therapists go to periodical meetings and studies during their career, through "schools".
Like a church, you go to therapy by choice. Similarly to church, you meet with a figure (priest<->therapist) and are given guidance.
But therapy is not at all like religion, because therapy is not about "good and evil". It's guidance.

Were there was once dictatorship and now there's democracy, it's easier to get lost and lose guidance. Therapists can help with that.

Therapy is a systematic coping system, just like churches. They are brought to light by the government (rulers) because it is known how possible it is to lose guidance in a world of freedom (democracy, unlike dictatorship).

It's hard to pinpoint an answer to that question, because it involves overview thinking.

I'm not really relating it to the government, but yes, you got the overall gist of it.

But it is brought through the government, through healthcare.
Therapy is an innovative field. I'm sure that in time, government officials would be more open-minded to listen to psychologists about their potential for society.

Not all depend on healthcare anymore. In fact, some will only work with you to process your paperwork if you opt to use healthcare but recommend using credit card, cash, or sliding scale fees.
