Is this online harassment?

I would agree that we should all learn how to take certain precautions in the online environment however, we can only go so far. Much as we are responsible for ourselves we are also responsible for others. The individuals who posted that image and the link to that person's webpage--in my mind at least--are also bearers of responsibility:
