I emailed a T and she said if I wanted to talk to her on the phone for a consultation session.. I left the time and my number but she didn't call today. Should I email her back? what should I say in that case?

I'd just ask if their was a mix-up on the time of the phone consult because you thought it was supposed to be today at such and such a time ...

If you don't hear back from her, then I'd call and ask if she is getting my e-mails or not.

It's probably just a mix up that can easily be resolved.

Of course when we're all as it is, stuff like that only makes us that much more!
