So I don't know of this is just normal or if it is not. I have paperwork for my job that has to be filled out signed and sent in by Friday. I gave it to my case manager and therapist to sign at the psych clinic but it hasn't been sent to me yet. Monday they were helpful asking how to fill it out. And now no one has returned my phone call about it. It's the difference in getting paid for a month and not so it has my freaked out. I don't know my best option now because I'm worried it won't get sent in time but I can't do anything if no one will talk to me about it unless I drive up there but then I'm worried they'll just get even more annoyed with me than they probably already are.

No, that's not normal. I don't even know if that is legal.
