It's been three weeks since my letter and I assumed that was the end of the matter. What part of "farewell" does she not understand? But she hates me to have the last word!
It's the dreaded "half-open door" trick. She won't invite me in but she won't close the door either. She won't even let me close the door. Grrr! (I've been waiting for two years of sporadic correspondence for her to say, "Come in and talk about it." But she never has.) Anyway, I've got better things to do with my life than read her letters so it can just stay unopened.

Maybe she was out of town again?

CE and did you state that you don't want her to reply? I find it hard to believe that any T would contact a client if he/she clearly said not to. That's reportable...

I would not open it, and definitely not to gratify the curiosity of other people, when you don't want to read it. Returning it unread could work.
