Well based on my experience, as a girl, the times I have been asked to coffee by a guy I don't know too well, it's for a date.

If I have known the person for several months and we're "just friends", I have been to coffee with a guy but generally with other people. funny because I'll go with just one other girl many times but guys tend to hang out in packs, or are on a search. just my experience though.

Depends on how well you know each other, but coffee doesn't necessarily mean he wants a relationship. If you've just met...it usually means he is interested in getting to know you - to see if you and he "click".

Good luck with him! Hope he's a sweetie.

Edit: Oh I just realized you might not be a she, and you're asking on behalf of someone else. Anyway, assuming this is not business related or him needing advice...guys don't just ask a girl out for coffee to be "friendly". It's because there is an attraction for something more...
