Troubles at my work. What can I do?

Hello everyone. Thank you again for your help.
I've been hired to be the sales manager for an company in Mexico, and after 4 months working from home they finally allowed me to start at the office 2 months ago.
They made me 1.000 promises which they didn't deliver, and they even reduce the salary they promised as I was signing the agreement.
These two months were supposed to be for training, and they paid me a very low salary as they provided accommodation.
The training wasn't training at all, it was pure work. I was unable to take responsibility as I was only allowed to do certain jobs, that had nothing to do with my responsibilities. I feel completely lost. I could get some information myself a will as able to organize some work with the little information they provided me.
Now, they sent me to the new location to start the new job, but I have no idea of when they gonna start the project. My boss was talking about October, but at this date I have no sales team, no office, and they didn't even worked their business plan. My boss promised she will let me choose my sales team, and she keeps saying she will send me sales agents from the other location.
I'm happy that I'm not on the main office anymore. There was a war there as she kept making promises that she never keeps, so everyone is upset.
I tried to speak with her about the processes for this particular project, but she's always too busy, or having meetings with the high management.
I feel very frustrated and I don't know what to do. If I wait they will say I'm not proactive, and if I try to do some work I can't because I don't have information or tools to do it... trying to speak to her is impossible because she will get upset or she's too very very busy to speak to me.

When I was a CPA in corporate America, it was my habit to send an email for almost everything (get it in writing). Can you email your boss to get the necessary resources? That way you have covered yourself, have given her a visual reminder of exactly what you are requesting and have something tangible when you follow up on it. Good luck. I'm sorry you are in such a difficult situation. Have you considered looking for another job?

Hi got to say my first response is cant you get another job? Sounds like you have a lot of dedication to this position and it is strange that they are not allowing you to do the job you were hired to do.
I wish I had some really good advise and I hope the situation changes in your favor soon.
