I have a cut on my arm. It isnt that deep - down TO the fat layer but not through it at all. I can see a clear kind of layer over this fat now.I am just wondering if this is the new skin forming.

Yes, I think so. Try researching a little bit on the formation of new
skin to be sure that your symptom is positive and not detrimental.
