I was 9 and my brother was 15 when we first had sex was I to blame for allowing it

No, you were not, the power differential between a 15 year old and a 9 year old is huge. A 15 year old knows what's right and wrong and what's going on, as well as being much bigger. A 9year old would be very vulnerable with a 15 year old.
You were not to blame at all, even if you didn't outwardly protest, and even if there were some aspects of it that you didn't mind ... not assuming there was but saying if there was it still wouldn't be your fault in any way at all. It wasn't your fault in any way. Big brothers are supposed to protect their siblings from that kind of thing. |

There is a valid reason for the "age of consent" concept. As a 9 year old you were not responsible for your behavior. You are not to blame! It is not your fault!
