Definitely bring it up at some point. But you may want to say it is negotiable depending on the job and benefits etc. You want them to want you before talking salary. But if they ask up front better to just answer the question as it saves time for everyone.

if they ask about salary up front with a specific low amount, does it mean the company is cheap?

I think so. I'd say "The position sounds intriguing and I believe my skill set fits your needs but I am really looking for X salary (highball it slightly not the other way around.)

It may be a red flag that they are cheap, or the recruiter gets a bonus the less you take.

Honestly most jobs have a base salary unless you're in some field where experience matters. I sometimes low ball myself only because I know that the starting rate is higher. If it was a field where I had experience but wasn't satisfied with the pay rate I would surely bring it up right away. My dad has told me stories where he took little pay just to show them what you can actually do. But with saying that, just make sure that they don't take advantage of your kindness. Hope that helped you.

I'm in Ontario if that also helps you. I don't know the rules of other provinces.

I think it's sort of a trick question to find out if you've done your home work for that job and also to see how confident in yourself you are.

Yes. I had a company call me back asking what they did and I honestly didn't know. I handed out too many resumes when I was looking for work. I told her I didn't know and she told me to have a good day lol.

From talking to HR people, salaries fall within a range. You have a spectrum to choose from, you just don't know it.

Yes! This.
If you lowball it they think you are not confident and will take advantage of you.

I am a believer in fake it till you make it. You just have to stuff down the lack of confidence long enough to make it through an interview.
