Every time when I feel tempted to do something that I don't want to do but really can't help it, I get panicky. As a result, I indulge in that habit and then I ask myself if there was some other action I could have taken to prevent it.

No, a panic attack is usually not about a conscious subject and you aren't able to "do" much of anything, right/wrong/want to/don't want to; you may get heart palpitations, hyperventilate, otherwise just "freeze" like a deer in the headlights, so-to-speak. Many people go to the ER with a panic attack, thinking they are having a heart attack or dying.

What you are describing would be anticipatory anxiety; you don't feel in control and are anxious about the "future" (upcoming action).

It depends on what the situation is all about; then I ask myself what are going to be some consequences to occur if I do not do this or will I feel good about doing this thing? or will my conscience bother me all day long until I get this situation done?

This definitely sounds more like general anxiety than a panic attack or similar. Maybe even just nervousness. Panic and anxiety attacks are quite debilitating....for example, if I get one, I end up on the floor of the bathroom or in a ball under my bedcovers, sobbing, laboring to breathe and trying un-clench every joint in my body, for anywhere from 10 minutes to a couple of hours.
