I know exactly how you feel. I moved here to NE Ga almost 13 years ago and have made no real friends. Oh, sure, I have acquaintances, but no real friends. The only person I have here is my boyfriend. And I'm socially awkward, where he is a very outgoing person. I'm mostly very happy by myself, but I can understand your need to have someone to talk to. I have one such person, and she's all the way back home in FL, disabled, and is unable to make the trio here to see me anymore, and of course, I can't get there. Do some volunteer work, like at your local library or charity, or join a group of something you're interested in. It will be hard at first, but you will start talking to people and getting to know people and from there...who know?

I self-sabotage (potential) friendships like that too, although my reasons are different. I tend to have different sets of friends, some of who I'll see sometimes when I'm depressed, others who I want to spend my time with when I'm up. If I'm depressed for a long time... I tend to withdraw, and the people who would normally always be out with me doing things will eventually stop trying to invite me out. And when I come out of it, I'll be too embarassed to contact them again. When I'm in an up phase I tend to neglect my calmer friends because I don't want to annoy them... but then I withdraw from them and the same thing will happen! But my up times don't last more than a few weeks so I tend to be able to recover those ones.
