I served my ex with divorce papers 4 times and he still won't sign them, any suggestions?

Unfortunately he has the right to not sign the papers. This is called a contested divorce. The only way, from what I know, to get a contested divorce final is by using a lawyer.
You can try getting a free consult with a local lawyer to see what they advise, or try legal aid to see if they can help.
