I'm currently not depressed.
I don't identify too strongly with ADHD symptoms.
But, I can't focus well on anything.
Apart from watching excessive amounts of TV and exercise.
I just can't get started.

What could be causing this?

Sounds kind of like the depression is causing it. At least, when I'm depressed I'm not motivated to do anything including exercise or watching tv.

I'm not sure what it could be since we are all different but when my depression spikes it is very hard to get motivated to do much of anything.

What makes you so sure that you aren't?

What do you do with your life? Are you satisfied with it? It seems to me that you're kind of hard to motivate right now. You've got that two things in your life that you still can do, but whats with the rest? Is there? Otherwise from exercising, do you have anything else that you like to do or liked? What's with things you have to do regularly, like washing the dishes, emptying the mail box, making appointments and other stuff? Does that work?

I'm not sure if I'm am depressed or not. I'm hesitant to say I'm am because I don't feel hopeless about the future. I don't feel sad all the time. I have moments of happiness and excitement everyday. I work part-time (not ideal but it's keeping going until I find full time work)
But, I am tired, listless, and worried about the present. Life feels pretty empty. I can do some basic chores ok, like laundry and hoovering. Other chores make me feel anxious because I can't motivate myself.

I'm scared to suggest that I may be depressed because I won't be believed.

I marked some points that catched my eye. That are symptoms of depression. Doesn't have to be true at all but it is possible. You know, not every symptom has to show up and there are different stages of depression. You yourself wrote "I have moments of happiness". And the rest of the day? Emptiness?
At least it is quite suspicious.^^

Why are you afraid that no one would believe you? Do you talk about physicians or the people in your environment?

People brushed my feelings aside in the past when I've tried expressing them.
I was told I can't expect to be happy all the time and that I have to learn to be content.

Being happy all the time is really not to be expected but to feel good with yourself and your life, this is what you can demand and fight for. Being satisfied and enjoying that times when it feels good and knowing that things can change (by yourself or time) when they are not the best, this is what life can be.

That people sound pretty harsh to me. Maybe your first step could be to find a person (friend, therapist, someone else who listens to you) with who you can train to gain back your trust in people. And to learn who is good for you and who you can have casual contact but not a deep relationship. Healthy selfishness, you know...

But you should be doing something against your upcoming depression before it's getting too serious.

PS: Sorry for answering so late.

Thanks for your good advice and insight. I appreciate it.
You've made me realize that I've probably been in denial over my low mood. I've felt this way for so long it's become normal for me.

When I'm feeling stuck or down I make up projects to see if I can shift my perspective and mood. If you can't think of anything else you would like to do, go looking for something? Pretend it is a scavenger hunt or you are on sabbatical or are a spy and have a client with your needs :-) I hit the library/self-help books first and see what information I can get from them. I do like to plan so I plan a course of action. I'm a writer so I make out lists or start journals.

I wanted to do more chores/get more done around the house instead of sitting in front of my computer so many hours so I invented and made a board "game" and got a 12-sided die and the board had 12 areas I could work on. Each morning I spun the die on the board (huge poster board that looked like a collage with numbers) and whatever number I rolled, I had to work in that area for half an hour. I had 2-3 "fun" rolls (day off, day when I had to go to a Poundland and buy a single item then come home and use it, etc.)

Never get anything done

Make a bucket list of 100 ideas? Read a book, join a club, take up a particular hobby, take a class, go out and talk to another person, garden, cook, investigate 10 different jobs/occupations, etc. Pick one a week to learn about and try that week and keep notes. After a year think what you will have accomplished or learned about your likes/dislikes and yourself?
