I wouldn't post it for others to read. Send it to him if you feel it is helpful but I don't think others need to read it. If my daughter had issues with me, I prefer she told me in private, not post on fb

I don't know your father and if he is capable of change and understanding but my therapist told me that it's a waste of time and energy trying to explain toxic unhealthy people what they did or do wrong. I agree - while the letter is extremely well-written, I fear the meaning and value of it will be lost on the person receiving it.

If you send it try not to be disappointed if you see no change in him. I wouldn't post it to Facebook because THAT will become the focus of whatever anger/upset there might be.
