I live in a duplex, and our new neighbors moved in today. It's a young woman with two kids, kindergarden and third grade. I haven't seen them yet, but they sound like nice people. But today when I was in my room, I could hear this wind chime that the neighbor had hung outside of her window...about 3 feet from my bedroom

Not rude, just politely ask if she could move chimes to another location because it will disturb your sleep.

Not rude at all. I can't imagine that she would be offended. If you had those hanging outside her window, she would not hesitate to ask you, I would imagine.

Indie, kindly explain the situation to your neighbour and if she is reasonable she will move it to another location where it will not disturb you.

I agree, you should talk to them about it. Maybe bring a housewarming gift, or express that you are glad they moved in - that way you won't feel as bad about asking and you show that you mean the best =D

I agree that it wouldn't be rude to ask her to move it. Done with kindness and understanding, she surely cannot object.
