I don't know what to think. She obviously has psych problems. Her hands seem to have a "mind" of their own to do as they please, and talk to her, too. When her hands type the wrong letters on the keyboard, she seriously abuses them! I mean, she hits and punches, spanks. She tells them, "No" and scolds them worse than a child. I am almost afraid that one of these times she might attempt to strangle her hands and they will "fight back" and strangle her. It's very distracting what she is doing, but I'm at a loss if I should do something. I could mention it to the library staff, but since she clearly has psych issues, I don't know what is right.

I might try something like this, I'd go to library staff, and say "Hi, maybe you can help me with something. I'm concerned for a woman seated over there, she is violently hitting herself and talking to herself. Could someone check on her to make sure she is okay?"

Inky, I'm sorry you're having to witness that and I'm sorry that poor woman is experiencing it. She could very well have some kind of mental disorder. I really like Sarah's advice to you. I think I would go with that. I hope when the library staff approaches her that they use compassion.
