It's not a gift, ever unless it starts that way. It's a loss on the loan! If you and your husband have separate "allowances" I'd ask your husband to take things he loans and doesn't get back out of things for himself? Explain it like library books; you lose it you pay for replacement.

Actually, an interesting possible subject for spirituality; what's the difference between ownership, loan, and gift. :-)
