My neighbor is outside all day and a lot at night messing with her car. The lawn guy thinks she is living in it. I often turn on the TV around 4AM. I have blackout curtains but the other morning I heard her get all angry and something about "that effing TV."
I've just started keeping my curtains closed all day because she walks by and looks in my window and we have made eye contact a few times. But is it rude to have the TV on so early even though I have blackout curtains?

I suspect it's the volume that's the issue - and blackout curtains won't help with that. Is your window open? If it's they can probably hear your TV. If I had a neighbour that had their TV on so loud that I could hear it at 4 am, I'd be annoyed too.

If she can hear it, yeah. Most cities/towns/apartment buildings have quiet hours too, if yours does and she can hear your TV loud enough she feels the need to complain she could technically report you.

If it's a volume thing, just ask yourself, "Is it too loud?"

There’s no law against watching tv at all times. There’s noise ordinance though. If it’s too loud, then it’s a problem. Otherwise it’s my business what I do at 4am.

The TV is muted all the time so I don't wake up my family.

Some people are just annoying or nosey.
We have few annoying neighbors. We have a neighbor who looks into windows and also runs out to see what we are doing in the back yard every time we are outside. We are quiet people so we aren’t doing anything too exciting. We now have family visiting from out of town and one Neighbour stopped my daughter and son in law when they were walking outside and asked grumpily if they live here. She said no we are visiting my mom, and she made a face. Didn’t even say oh nice or something. I’d not be keeping curtains closed because they look inside. It’s their problem not yours |

Television was crafted and perfected to get people to attend to it All The Time. If you've got it on 24/7, it's not your fault. And if it's muted, then anyone who's aware that you have it on is invading your privacy!

She was slamming her car door and yelling about something a bit ago. So I just turned my TV on now on mute. My therapist sent me some info on how to report her annoymously for a wellness check.
There are a lot of loud birds out here. That couuld be why she is crabby.
